The Pendleton act 1883 reformed the system of  hiring and firing of most federal employees by reducing the influence of partisan politics on the federal bureaucracy. It marked a departure from the spoils, or patronage, system which had resulted in the federal bureaucracy being staffed with people who lacked expertise
